Cotton Street, Poplar - Reconstructing a Georgian Edge within a Conservation Area
Context
40 Cotton Street sits within the All Saints Church Conservation Area in Poplar.
The site occupies a sensitive threshold condition:
- Opposite the Grade II* listed All Saints Church
- Framing a historic Georgian square
- Adjacent to listed terraces on Bazely Street and Montague Place
- Within Flood Zone 2/3
- Partially designated public open space
- Operating as a 24-hour petrol filling station
The Conservation Area Appraisal explicitly recognised the opportunity to restore enclosure to the square on the east side of Bazely Street — but any intervention required precision.
The scheme was granted planning permission (Ref: PA/15/02380) and later reapproved under PA/18/03200.
The scheme has not proceeded to construction.
The Problem
This was not a vacant infill site.
The site was:
- Terraced into a sloping condition between Cotton Street and Bazely Street
- Within a Conservation Area focused on axial views to the church spire
- In Flood Zone 3 on the lower eastern side
- A former WWII bomb impact site with significant ground disturbance
- Subject to noise from a four-lane dual carriageway
- Required to retain and continue operating the petrol station
The brief was to:
- Retain and upgrade the petrol station
- Add eight residential units
- Restore the historic urban edge
- Maintain key view corridors
- Deliver a car-free development
- Satisfy heritage, highways, flood, contamination, acoustic, and archaeological constraints
This was a multi-layered planning exercise, not simply a design proposition.
Approach
1. Urban Repair, Not Imitation
The residential block was conceived as a contemporary masonry building informed by Georgian proportion and hierarchy — not pastiche.
Key strategies included:
- Reinstating the Bazely Street building line to complete the square
- Preserving the Ashton Street axial view toward the church spire
- Employing yellow stock brick with stone detailing to align with listed terraces
- Introducing vertical hierarchy in window proportions
The building reads as part of the Georgian context while remaining clearly of its time.
2. Layered Technical Resolution
The proposal was supported by:
- Flood Risk Assessment
- Archaeological Desk-Based Assessment
- Noise Impact Assessment
- Ground Contamination Study
- Arboricultural Assessment
Flood mitigation influenced the access strategy, with residential entrances from the higher Bazely Street frontage.
Acoustic mitigation required upgraded glazing and ventilation strategies to address Cotton Street traffic noise.
Archaeological review concluded limited surviving remains due to 19th-century basements and post-war clearance.
The scheme balanced conservation ambition with operational and environmental realities.
3. Retaining the Petrol Station
Rather than remove the commercial use, the forecourt was rationalised:
- Reduced canopy footprint
- Retail extension
- Biodiverse green roof
- Continued 24-hour operation
The residential block was phased to allow uninterrupted trading.
This was coexistence, not displacement.
Outcome
Planning permission was granted in 2015 and subsequently renewed in 2019, confirming continued policy compliance within a shifting planning framework.
The Local Authority concluded that the scheme:
- Preserved and enhanced the Conservation Area
- Improved the setting of listed buildings
- Delivered high-quality residential accommodation
- Made efficient use of brownfield land
The project was approved twice.
It remains unbuilt for commercial reasons, not planning failure.
